Note: NOTE: This is the second main paper from Willsky's group on multiscale Kalman smoothing. It builds on CWB94 and treats the 2-D case. I defers to CWB94 for theory details, but gives a good and concise description of the algorithm in the appendix. It also gives some discussion on statistically self similar processes and power spectra matching.

Note: NOTE: This paper describes how to estimate vegetation over forests from INSAR data using a linear system description of the INSAR sensor. A portion of the total decorrelation is attributed to vegetation. It is still an indirect method for estimation vegetation height, as compared to the direct approach in TS00. I don't recall if they actually compute a bare surface height and vegetation height or not.
